Abstract

The purpose of this article is to reflect on the relationship between culture and social policy in the framework of the conception of human rights. An emphasis is placed on the cultural ethnic issue, leading to discernment towards the identification of mechanisms and operational strategies that may contribute to the incorporation of the intercultural approach in social policy. The modern origin of this policy and its standardization purposes are well known as a strategy of influencing everyone's life plans, especially those that have access difficulties to services considered essential, such as health, education and protection. The incorporation of the cultural in a conscious way contains paradoxes, complexities and challenges, which are identified and problematized in the article. An action plan is also proposed aimed at opening a systematic intercultural dialogue and in conditions of the most absolute cultural equity, with the purpose of contributing to the incorporation of knowledge and epistemological approaches in social programs and promoting intercultural standards.
